Call to Service

The Citizen Advisory Committee was formed by the V.I. Housing Finance Authority to offer diverse perspectives on the needs of consumers and our community, with a particular focus on the concerns of low-to-moderate income populations. Committee members serve as the liaison between the Authority’s Community Development Block Grant- Disaster Recovery (CDBG-DR) and Community Development Block Grant-Mitigation (CDBG-MIT) programs and its valued customers. The Committee reviews, comments on, and/or makes recommendations to VIHFA on mitigation activities, including program administration, planning, and operations and is an intentional platform for individual citizens to share their opinions and perspectives, study issues, and offer solutions in a focused, small group structure.

Our Mission & Vision

Our experience with disaster recovery efforts highlights the need for additional guidance, structure and support to improve how we as an Authority can address recovery challenges and build resiliency. Our vision is to create a lasting framework that can guide the rebuilding of a territory that is fully prepared for future natural disasters and can rebound more effectively.

Committee Structure & Criteria

The CAC will consist of 13 members that will represent the geographical, social, cultural, and economic mix of the territory. Membership includes:

  • 2 Citizens, STX
  • 2 Citizens, STT
  • 1 Citizen, STJ
  • 2 Government House Representatives appointed by the Office of the Governor
  • 2 Representatives of the V.I. Legislature to include one sitting Senator
  • 2 Non-profit leaders
  • 2 Current VIHFA employees

Members work to prepare strategic and annual plans, develop projects that align with mission and goals, create committees and assign tasks, provide financial direction as needed, and relay project and other vital information to residents and community groups. Members must be available to meet quarterly and for committee meetings as needed.
