The U.S. Virgin Islands CDBG-DR Action Plan delineates programs aimed at addressing unmet housing needs, rebuilding critical infrastructure, and revitalizing the local economy. It allocates $1,863,742,000 for these purposes and identifies initiatives to enhance community resilience and economic growth. These programs are designed to promote a sound, sustainable long-term recovery in coordination with other planning efforts such as the Hurricane Recovery and Resilience Task Force, the Hazard Mitigation Plan (updated) and Floodplain Management plans/reports.
The unmet needs assessment gauged the impact of Hurricanes Irma and Maria on housing, infrastructure, and the economy, while accounting for the challenges of reconstruction and resilience due to the Territory’s high labor and construction costs. The Programs detail the distribution method of these funds and outline the proposed measures to address housing, infrastructure, and economic needs. Each program description specifies the corresponding eligible activities and national objectives, eligible applicants and criteria, total program allocation, and additional program-specific measures to ensure compliance with standards of quality, resilience, sustainability, environmental, administrative, and other applicable requirements. The program designs addresses HUD’s mandate to prioritize assistance of 70% to low-moderate-income (LMI) individuals, whose annual income does not exceed 80% of the area median income (AMI). Program administration aims to ensure the most transparent and cost-effective use of public funds to address unmet needs and provide benefits to LMI residents.
