Action Plan

The U.S. Virgin Islands CDBG-DR Action Plan delineates programs aimed at addressing unmet housing needs, rebuilding critical infrastructure, and revitalizing the local economy. It allocates $1,863,742,000 for these purposes and identifies initiatives to enhance community resilience and economic growth. These programs are designed to promote a sound, sustainable long-term recovery in coordination with other planning efforts such as the Hurricane Recovery and Resilience Task Force, the Hazard Mitigation Plan (updated) and Floodplain Management plans/reports. 
The unmet needs assessment gauged the impact of Hurricanes Irma and Maria on housing, infrastructure, and the economy, while accounting for the challenges of reconstruction and resilience due to the Territory’s high labor and construction costs. The Programs detail the distribution method of these funds and outline the proposed measures to address housing, infrastructure, and economic needs. Each program description specifies the corresponding eligible activities and national objectives, eligible applicants and criteria, total program allocation, and additional program-specific measures to ensure compliance with standards of quality, resilience, sustainability, environmental, administrative, and other applicable requirements. The program designs addresses HUD’s mandate to prioritize assistance of 70% to low-moderate-income (LMI) individuals, whose annual income does not exceed 80% of the area median income (AMI). Program administration aims to ensure the most transparent and cost-effective use of public funds to address unmet needs and provide benefits to LMI residents. 
Action Plan updates are required to stay aligned with changing priorities of the Territory; these updates initiate a substantial or a non-substantial amendment depending on the changes.  

Substantial Amendments

For a Substantial Amendment, changes to the Action Plan meet one of the following criteria:
  • Benefits or Eligibility Criteria – A change in program benefit or eligibility criteria
  • Project Activities – Addition or deletion of an activity
  • Allocation Thresholds – The allocation or re-allocation of monetary thresholds
  • Covered Projects – Addition of eligible covered projects
VIHFA must amend its Action Plan to:
  • Modify or create new activities
  • Reprogram funds

Non-substantial Amendments

A Non-Substantial Amendment is initiated for lesser modifications. These changes include, but are not
limited to:
  • Minor wording
  • Edits and clarifications
  • Project description updates
  • Smaller changes

What you should know:

  • Changes to the Action Plan must meet the requirements of CDBG-Mitigation activities
  • A public participation period includes public hearings and a 30-day comment period
  • VIHFA incorporates public questions, comments, and concerns into the amendment
  • Once submitted, the HUD review period is 45-60 days
  • The HUD-approved amendment supersedes all former Action Plans
