The Homeowner and Small Rental Rehabilitation and Reconstruction Senior Manager for Disaster Recovery is responsible for the implementation and administration of the Virgin Islands Housing Finance Authority’s (VIHFA) Community Development Block Grant Disaster Recovery (CDBG-DR) $160 million HUD-funded EnVIsion Program in accordance with established policies and procedures. The Senior Manager will play a critical role in coordinating the implementation of the Homeowner and Small Rental Rehabilitation and Reconstruction Program as applicants move towards construction. The Senior Manager will work closely with CDBG-DR Director of Programs, Director of Housing and DR Construction Lead, Administration Leadership, Housing program staff, consultants, contractors, and will liaise with grantees, Territorial, and Federal Officials. This is a Territorial position.

Essential Functions

⇨ Provide overall leadership to the Homeowner and Small Rental Rehabilitation and Reconstruction Program team. This includes staff responsibility for determining applicant eligibility, environmental review, construction management and all related compliance requirements.
⇨ Perform all tasks necessary to ensure timely rehabilitation and/or reconstruction of eligible applicants’ single and/or multi-family homes in accordance with both the program’s policies and procedures, and HUD guidelines.
⇨ Ensure that program policies and policies are compliant with federal, Territorial and HUD requirements.
⇨ Collaborate with DR Housing Director to formulates, organizes, and monitors the plan and procedures that will drive successful program performance.
⇨ Decide on suitable strategies and objectives in consultation with the DR Construction Team, Environmental staff, Housing Director, and DR consultants.
⇨ Ensure program milestones are maintained, and deadlines are met, within budgetary guidelines and constraints.
⇨ Assists in the creation and review of program documents, FAQs, and other program materials, and ensures dissemination, as appropriate, to the public, program participants. The position is expected to work with the Director of Communications to ensure that all require documents are timely posted on the VIHFA website.
⇨ Advise and guide Case Management Contractor and staff in collaboration with Director of Communications on proper messaging of the available pathways for eligible applicants.
⇨ Work closely with other CDBG-DR Staff to ensure efficient administration of the Program.
⇨ Evaluate the work of housing contractors and staff to ensure that deliverables are met and suggests modifications, as necessary.
⇨ Work with Case Management Contractor and Construction Contractor to ensure smooth transition of files and effective communication with homeowners.
⇨ Provide responsive, high-quality service to grantees, CDBG-DR staff, Territorial and Federal Officials, Contractors, and the public by providing accurate, complete, and up-to-date information in a courteous, efficient, and timely manner.
⇨ Participate in Program status and progress meetings with Senior staff, Territorial and Federal Officials, and Contractors.
⇨ Assesses program performance, and suggests appropriate changes, as necessary, to maximize participation, efficiency, and productivity.
⇨ Resolves all program issues.

Education, Experience, and Skills Required

⇨ Education: Bachelor’s Degree from an accredited college or university in Business Administration, Public Administration, Political Science, or related field preferred.
⇨ Experience: 2-4 years of program management experience, preferably in the implementation of a housing program; Previous experience working in CDBG, CDBG-DR or other federal funding sources, or disaster related housing services, a plus; Equivalent combination of education and experience.
⇨ Knowledge, Skills and Abilities: General knowledge and understanding of CDBG, CDBG-DR regulations preferred; Strong analytical, problem-solving and decision-making capabilities; Ability to establish and maintain effective working relationships in the course of performing your duties as Program Manager; Excellent verbal, interpersonal and written communication skills; Collaborator with the ability to work in a demanding environment; Proficiency in MS Office Applications (Word, PowerPoint, Excel, Outlook); Superior people skills including courtesy, professionalism, empathy, and a cooperative attitude; Ability to respond effectively to sensitive inquiries or complaints; Ability to work with highly sensitive and confidential information; Ability to define problems, collect data, establish facts and draw valid conclusions; Ability to take initiative, work independently, and utilize creative skills to resolve issues; Ability to be flexible and work under pressure; Attention to detail; Valid Driver’s License.


Salary: $74,880 - $89,440 per annum depending upon qualifications. CDBG-DR grant funded position
