CDBG-DR Announces Action Plan Amendment #3 & Public Hearings

Public Comment Period Ends September 22

ST. CROIX, USVI – The Virgin Islands Housing Finance Authority (VIHFA) announces the release of the third amendment to the Community Development Block Grant – Disaster Recovery Action Plan for public comment and feedback. Draft documents are now available for review, while a public comment period is slated for August 22-September 22, 2022.

The Amendment will incorporate a substantial change to the current Action Plan – an increase to the funding allocation for housing programs by nearly $159M – along with the introduction of two new direct funding opportunity programs: the Neighborhood and Commercial Revitalization Program and Small Business and Entrepreneurship Grant and Technical Assistance Program.

Per the Department of Housing and Urban Development (HUD) guidelines, any funding changes greater than 1% of the total Disaster Recovery allocation or change in the designated beneficiaries of a program constitutes a substantial amendment and must be made available for review by the public and approved by HUD.
